Instead of complaining about activity you could just get on the servers and let the population just flooooow in. It's not like people always wanna join an empty server. Usually people like to go to places where people are already at.

Dont just think about the Great Khans there are two other gangs, the Jackals and the Vipers. I believe the Jackals only attack when they know they can win and the Vipers do infact use Viper venom on their weapons and like ambushes. Great Khans are just more or less powerful brutes.

There are the powder gangers which you face through the entire game and may through roleplay. They quite a big group.

Followers of the Apocalypse is a smaller group which basically are focused on medical roleplay.

Raiders opr Bandits are pretty much just anyone that takes a darker path.

Fiends are they still around in NV?

Brotherhood smaller more of a remnants, do more scouting have patrolling parties.

Basically it all depends what people want because frankly there are alot of things that can be done with each of them. Durrrr!?
